The oldest medical conference in the region has been held annually since 1965. Its main theme this time was digitization. Over the years of its existence, more than 60 thousand doctors have participated in the conference sites and departments.
The importance of the conference lies in the possibility of collective development of proposals and urgent tasks of different levels of national importance. One of these tasks is the digitization of the industry, and this is the topic brought up as the title topic of the conference. According to Health Minister Alexander Gashkov, one of the significant achievements of digital diagnostics in 2021 for the region was the application of artificial intelligence to analyze computed tomography images of COVID-19. “Within three months, we deployed the system from scratch at the level of district hospitals, inter-district centers and Covid hospitals. The work was carried out in three directions: indicative, graphical or information display to the physician, including patient case dynamics. The third direction was the integration of data that Obtained in the regional medical information system. On the whole, within three months, we have created a complete applicable set that will greatly simplify the work of our doctors, ”said Gashkov.
Valentina Karaulova, Head of the Medical Chamber of the Ulyanovsk Region, explained that the topic of digital technologies will be heard in each report, and close attention will be paid to cardiovascular diseases, as well as cancer and rehabilitation. Altogether, within the framework of the two-day “Digital Technologies in Protection for Health” conference, more than 20 different sections will be held in key sectors of healthcare.
Albert Galyaevich, independent chief cardiologist at the Ministry of Health of Russia in the Volga Federal District, head of the Republican Center for Cardiovascular Diseases “Regional Diagnostic and Diagnostic Center” in Kazan, will deliver a speech to the conference participants.

The head of the medical directorate of Tsifromed, Mikhail Levin, spoke about the development since 2018 of the project for the unified digital scheme of the health care system in the country, which includes a person who cares about his health.
The state services portal has already implemented a large number of functions related to the ability of citizens to access the system. This facilitated access needs serious infrastructure support from all medical organizations. Joining forces not only makes it possible to provide a citizen with access to the health care system, but also allows you to understand what is happening to their health. In this way, it is possible to influence the major mortality rates that we encounter. Therefore, digital subsistence is an opportunity to visualize everything that happens to people and to form new approaches and solutions in the field of supporting their health,” Levin explained.
Digitization has not only been successfully introduced into the work of healthcare institutions of the Ulyanovsk region, but has already had a positive impact on their work. Olga Shabalina, Deputy Chief Physician for the organizational and methodological work of the regional oncology clinic, said that two information systems have already been introduced into their institution. The first of them – “Anchor” – is intended for creating an electronic record of patients in the oncology clinic and throughout the Ulyanovsk region.
We can trace the patient’s path from the primary oncology room of the regional regional clinic to the oncology clinic. This system allows you to keep the patient’s outpatient card, a stationary card, enter all data related to examination, treatment, diagnosis, monitoring, and most importantly, to control the course of patients. Olga Shabalina stressed the importance of timing the course for cancer patients, because the earlier we detect a tumor, the earlier we start treatment, and the better its outcome.
In general, the introduction of new systems made it possible to improve the work of medical staff and reduce study time. Previously, the study time for each patient was 20-25 minutes, now it is halved, to 10-15 minutes.
The second program is called Laboratory Information System, which has been introduced since the beginning of this year. The polyclinic and the third surgery department became experimental, meaning we took the inpatient and outpatient departments to see how this program would help us work with cancer patients. The program allows the doctor to send the patient electronically to conduct examinations and send their results electronically to the card and the doctor sees them.”
