Russia refused to cooperate with the United States in the field of education, culture and media

The corresponding memorandum has been in force since 1998, when the two countries agreed to strengthen mutual cooperation in the fields of culture, humanities and social sciences, education and archives, as well as to encourage the development of cultural exchanges to promote a better understanding of each other’s culture.

Russia terminated the memorandum of cooperation with the United States in the field of education, culture and media. The corresponding decree of Prime Minister Mikhail Mishustin is published on the legal information portal. The government directed the Ministry of Foreign Affairs to notify the American side of this decision.

The memorandum has been in force since 1998. The two countries then agreed to enhance mutual cooperation in the fields of culture, humanities and social sciences, education and archives as well as encourage the development of cultural exchange to promote a better understanding of each other’s culture.

A striking example of the interaction between the United States and Russia in the theatrical sense is the Moscow production of Pushkin’s Tales, a performance by the famous American director Robert Wilson. It returned in 2015, but the play is still successfully running on the Theater of Nations. The United States, for its part, also previously contributed to the suspension of interstate relations in the field of culture and science. For example, two days after the start of the Russian military operation in Ukraine, the Massachusetts Institute of Technology announced the termination of cooperation with Skoltech.

The same museum exchange between Russia and the United States has already been suspended for a long time, and in recent years the same foreign exhibitions in Russia have been mainly European collections, says Anton Belov, director of the Garage Museum of Contemporary Art:

The Schneerson Library is a collection of Hebrew books and manuscripts collected by Rabbi Joseph Schneerson by Lubavitcher. Part of the collection was nationalized by the Bolsheviks and is now kept in the department of the Russian State Library at the Jewish Museum of Tolerance in Moscow.

Lubavitcher Hasidim has been pushing for the return of the Schneerson group since the late 1980s. In 2010, a Washington court ruled that the Hasidim proved the legality of the allegations regarding the Hebrew manuscripts, which, according to it, were illegally stored in Russia.

There was also an agreement between Russia and the United States to encourage scientific research conducted by the two institutions of the two countries, to promote the study of the Russian and English languages. Exchange students have been trained.

The problems with this cooperation began in the past few months, even before the memorandum was terminated, and now, most likely, the situation will only get worse, says Irina Abankina, director of the Health, Safety and Environment Institute for Education Development:

And at the end of March, another Western country, Great Britain, stopped funding projects in the field of innovation, which were implemented jointly with “Russian universities and companies of strategic importance to the Russian state”. At the same time, the UK authorities emphasized that they do not impose individual sanctions on Russian researchers with “harmless” scientific interests.
